David Grahn

David Grahn is the FCA general counsel and director of the Office of General Counsel. He was named general counsel in July 2023 when he returned to FCA after serving for 2.5 years as principal deputy counsel in USDA’s Office of General Counsel. In that role, Mr. Grahn helped implement provisions of the Inflation Reduction Act, which provided $3.1 billion for loan modifications to help distressed borrowers in the direct and guaranteed loan programs of USDA’s Farm Service Agency. Mr. Grahn first came to FCA in 2018, serving as associate general counsel and later as director of the Office of Regulatory Policy. Before joining FCA, he served for 30 years at USDA, primarily in the Office of General Counsel. During this period, he worked on the 1990, 1996, 2002, 2005, and 2014 farm bills. Mr. Grahn holds a juris doctorate from the University of Minnesota and a bachelor’s degree in political science from Carleton College.
